Contingency Service The Direct Debit Contingency Service is designed to meet both BACSTEL and BACS software user’s responsibility to ensure that their Direct Debit process incorporates adequate and robust backup arrangements. BACS recommend that in the event that a business should suffer a hardware, software or communications failure, a suitable arrangement is in place with a BACS Bureau. With the introduction of BACSTEL-IP, contingency plans have become even more critical as both BACS and the banks will be unable to process any file not transmitted from an approved source. The main impact of this is that banks can no longer bypass the BACSTEL-IP security procedures by issuing an emergency passcode should a company suffer some kind of failure. In this situation, companies with no contingency arrangement are unable to process any files.
